Critically, the program draws on the unmatched innovation of the American private sector. Vetted US companies can propose and help execute operations under strict government direction and control. They may share threat information gathered in the course of ordinary business and coordinate with federal, state, local, tribal, and territorial agencies.
Every action remains subject to rigorous review, constitutional limits, and applicable international agreements. The memorandum sets clear procedures for approval, deconfliction, reporting, and immediate shutdown if any operation risks crossing legal boundaries.
